I think I found a loop hole, a monotube flash point type boiler...
Ill have to do some more research but i looks like alot of stuff doesnt apply to them.
Seems like the main items are presure rating of the tube, no accumulator (steam press reservior), and must have a asme approved safety valve. hmmm the thing is to get up enough steam to supply my engine i would would probably have to run at 1000 psi depending on the length of tube....something to investigate further for sure.

Ok the new pattern is moving right along, and im doing it a bit different this time, saving alot of time. the old pattern is still useful so I am going to finish it as well, you never know I might use it to build a compound engine

They look very similar. I guess I don't know what is missing from the first one.
