That would be way too tough for me. There is a lot to think about on it, balance, drilling the hole for the shaft, making a pattern, since that one is so damaged.
I wouldn't know where to start.

That looks like it's out of an engine turbo. Your best bet is buy a new one. They are expensive for a reason. For the speeds that they turn, and the temps they run, the balance tolerances and the alloy is critical. Also, what the heck happened to that one? Have you fixed the problem that chewed that one up, and what does the case look like?
That being said, it's not out of the realm of possibility for a backyard caster to make something like that. The level of difficulty precludes 99% of us from doing it, though. The only way it would be reasonable to try and attempt it if it was out of a rare or impossible to find engine. I know I couldn't do it at my skill level.
Besides, if you do manage to either make one yourself, or find someone to do it, you may find out what happens when one decides to spontaneously disintegrate at the worst possible moment. Remember, Murphy loves us, and likes to test our patience.

yes its a bit to hard for traditional casting methods
